The Economic and Financial Crimes Commission (EFCC) has made a significant arrest in Kaduna State, apprehending Bashir Bello Ibrahim, a former government contractor and CEO of Formal Act Legacy Limited, for alleged fraud totaling N30 billion.

Details of the Allegations

Despite his contract termination with the Kaduna State government, Ibrahim allegedly continued presenting himself as a consultant for all 23 local government areas in the state. The EFCC received 251 separate complaints against the suspect, who reportedly:

  • Falsely claimed affiliation with the United Charity Foundation and SDGs Office
  • Misrepresented an expired 2020 MoU with the state government
  • Issued unauthorized contracts worth approximately N30 billion
  • Diverted medical supplies and construction materials for personal gain

Investigation Findings

EFCC investigators discovered that Ibrahim:

“Warehoused delivered supplies without informing LGAs, failed to pay contractors, and allegedly sold contract award papers through proxies.”

These actions reportedly led to the termination of his MoU with the Kaduna State government in October 2023.

Recovered Items

Authorities seized numerous assets including:

  • Vehicles (Toyota Hilux, ambulances, buses)
  • Medical supplies (drugs, vaccines, hospital beds)
  • Heavy duty generators
  • Large quantities of medical consumables

Health and Safety Concerns

NAFDAC and Kaduna State Ministry of Health officials expressed serious concerns about the storage conditions of recovered medicines:

“Some medicines were expired, counterfeit, or from unregistered manufacturers. The storage facility fell far below required standards,” stated Abubakar Isa Balarabe, a pharmacist with the state health ministry.
