The Geopolitics of Frontier AI: Why Nigeria and Africa Must Demand a Seat at the Global Governance Table

ECOWAS member states should consider a coordinated regional approach to AI governance, perhaps modelled on the EU’s AI Act but adapted to local realities, including shared incident-notification mechanisms and joint red-teaming exercises.
Against this backdrop, the diaspora dimension is equally significant. Nigerian professionals in global tech hubs like Silicon Valley, London, and Shenzhen are uniquely positioned to serve as bridges between these competing ecosystems. Diaspora networks could facilitate knowledge transfer, help shape international standards, and advocate for Africa’s inclusion in governance discussions. However, this requires deliberate policy—such as creating diaspora advisory councils on AI and funding return programmes for AI researchers.
Iroche’s call for a “Responsible Human-in-the-Loop” (RHITL) framework resonates with Nigeria’s existing emphasis on human-centred development. But the devil is in the implementation. Nigeria’s regulatory bodies, including the National Information Technology Development Agency (NITDA) and the Nigerian Communications Commission (NCC), will need to develop technical capacity to evaluate frontier AI models—a task that currently exceeds the expertise available in most African countries. International partnerships, such as those with the African Union’s AI Working Group and UNESCO, will be essential to bridge this gap.

The current AI power race echoes earlier technological competitions that left Africa on the periphery. During the industrial revolution, the continent was primarily a source of raw materials. During the digital revolution, it became a consumer of imported hardware and software. The AI revolution presents a third opportunity—but only if African nations move beyond consumption to active participation in governance and development. The African Union’s Digital Transformation Strategy and the Smart Africa initiative provide institutional frameworks, but they require political will and sustained investment.
