Nigeria’s Digital Leap: New Emergency Passport to Transform Consular Services for Citizens Abroad

In a significant move to modernize consular assistance, the Nigerian Federal Government has announced the January 2026 launch of the Single Travel Emergency Passport (STEP), a fully digital and biometric document designed to aid citizens who lose their passports while overseas.

From Bureaucratic Hurdle to Digital Solution

The new STEP system will completely replace the outdated Emergency Travel Certificate (ETC), marking a pivotal shift in how emergency travel documents are issued. The most transformative aspect, as confirmed by the Minister of Interior, Dr. Olubunmi Tunji-Ojo, is that Nigerians will be able to generate the emergency passport using any mobile device, eliminating the need for stressful and often costly in-person visits to embassies or consulates.

“This initiative will allow Nigerians abroad who lose their passports to generate an emergency travel document using any mobile device without having to visit an embassy,” Tunji-Ojo stated. This change directly addresses a major pain point for travelers facing the dual crisis of a lost passport and navigating foreign bureaucratic systems.

Part of a Broader Digital Identity Ecosystem

Analysts view the STEP as a strategic component of Nigeria’s wider digital reform agenda, rather than an isolated project. It is expected to integrate with and complement other recent initiatives, such as the ECOWAS National Biometric Identity Card (ENBIC).

This coordinated approach signals a government-wide push to strengthen national identity management, enhance border security, and align Nigerian immigration operations with evolving international standards. The Nigeria Immigration Service (NIS) has clarified that the STEP will be issued at designated embassies and consulates and will be valid for a single entry into the country, providing a secure and streamlined repatriation process.

The “So What” for Nigerians and Global Perception

The introduction of the STEP represents more than just a technical upgrade; it is a substantial enhancement of citizen-centric services. For the Nigerian diaspora and business travelers, it drastically reduces the time, expense, and anxiety associated with passport loss abroad. This efficiency can have tangible economic benefits, minimizing disruptions to business trips and vacations.

Furthermore, this initiative projects an image of a modern, technologically adept Nigeria. By adopting digital solutions that rival those in developed nations, the government aims to bolster confidence in its administrative capabilities and its commitment to safeguarding its citizens, no matter where they are.

As Dr. Tunji-Ojo urged collective support for the government’s ongoing reforms, the STEP stands as a concrete example of how digital innovation can be harnessed to solve practical, real-world problems for citizens.
