HEDA Report Exposes Cracks and Loopholes in Nigeria’s Judiciary System

The Human and Environmental Development Agenda (HEDA Resource Centre) has released a damning report revealing systemic failures in Nigeria’s judicial system. The comprehensive study highlights critical issues including lack of independence, corruption, delayed justice delivery, bias, and eroding public trust.

Credibility Crisis in the Judiciary
During the unveiling of the Leadership Approval Rating (LAR) Volume Five titled “Voices for Justice: A Civic Lens on Nigeria’s Judicial System,” HEDA’s Executive Secretary, Sulaimon Arigbabu, sounded the alarm about Nigeria’s deteriorating justice system.
“This report underscores our commitment to ensuring public institutions remain transparent and accountable,” Arigbabu stated. “The judiciary serves as the constitutional guardian of our rights and the bedrock of governance. However, Nigeria’s judiciary is facing a serious credibility crisis.”
Key Findings from Nationwide Survey
The comprehensive study gathered data from 1,357 participants across all 36 states and the Federal Capital Territory, revealing:
- Widespread allegations of corruption within the judicial system
- Chronic inefficiencies in case management
- Growing concerns about political interference
- Erosion of public confidence in judicial outcomes
Call for Urgent Judicial Reforms
HEDA’s report outlines critical recommendations to restore faith in Nigeria’s judiciary:
- Ensuring full judicial autonomy from political influences
- Reforming the National Judicial Council for better effectiveness
- Implementing technology solutions to enhance transparency
- Promoting ethical professionalism among legal practitioners
Oil Sector Accountability and Environmental Justice
The report also addressed critical issues in Nigeria’s oil sector, supported by findings from the Africa Centre for Energy Policy:
“After nearly seven decades of oil exploration, politics and corruption continue to fuel agitations for equitable treatment and environmental justice from host communities,” the report stated.
Key Recommendations for Oil Sector Reform
HEDA proposed several measures to address systemic issues in the petroleum industry:
- Strict enforcement of Petroleum Industry Act (PIA) provisions
- Enhanced collaboration between regulatory agencies and anti-corruption bodies
- Greater inclusion of host communities in divestment decisions
- Increased corporate social responsibility investments by oil companies
The civil society group emphasized the need for transparent management of Host Communities Development Trusts (HCDTs) and called for host communities to have first refusal rights in asset disposals to prevent abandonment issues.
