DSS Alleges Negotiator’s Lavish Lifestyle Fueled by Kaduna Train Ransom Payments

In a dramatic court testimony, an investigator from Nigeria’s Department of State Services (DSS) has alleged that Tukur Mamu, the man at the center of negotiations for the 2022 Kaduna train abduction victims, lived “way above his means” during the hostage crisis, purchasing luxury cars and funding international travel for his family with funds linked to ransom payments.

Courtroom Allegations Paint Picture of Profiteering

The testimony, delivered behind a security screen at the Federal High Court in Abuja, represents one of the most detailed public accounts of the financial dealings alleged to have occurred during the high-stakes negotiations. The DSS operative, appearing as the sixth prosecution witness, outlined a pattern of behavior that suggests Mamu may have personally benefited from the crisis.

“During the course of the negotiations, the defendant’s lifestyle suddenly changed and he was living way above his means,” the witness stated under examination by DSS lawyer David Kaswe.

Specific Allegations of Financial Impropriety

The investigator provided specific examples of this alleged lifestyle upgrade, noting that Mamu was arrested while traveling with four family members on a sponsored trip to Egypt. The testimony also revealed purchases of two luxury vehicles during the negotiation period—transactions that raise questions about the source of funding for someone ostensibly working to secure hostages’ freedom.

Beyond personal enrichment, the DSS alleges Mamu actively encouraged terrorists to negotiate ransom payments with victims’ families, collected ransoms on behalf of the militants, confirmed amounts, and facilitated delivery. The prosecution also claims cash recovered from Mamu exceeded legal thresholds and that he was in illegal possession of a firearm.

Unauthorized Negotiations and Withheld Information

A critical element of the testimony concerns Mamu’s official standing—or lack thereof. The witness stated that Mamu was never formally appointed to negotiate with the terrorists on behalf of the Chief of Defence Staff (CDS) Committee, which held the official mandate for such discussions.

Instead, the DSS alleges Mamu sidelined the official committee to conduct his own parallel negotiations. The investigator further claimed Mamu did not share critical voice notes used in negotiations with other committee members, potentially keeping crucial information from official channels.

Defense Challenges Investigative Rigor

During cross-examination by Mamu’s counsel, Johnson Usman, SAN, the DSS investigator acknowledged several limitations in his knowledge. He confirmed he had never met Mamu before the train attack and therefore could not speak to the defendant’s actual net worth prior to the incident.

The witness also admitted he was unaware of any formal DSS invitation extended to Mamu before his arrest and had not examined the defendant’s passport during the investigation, despite its being in DSS possession. When questioned about Mamu’s travel movements, the investigator stated he had “never worked at an airport before” and had “never traveled outside Nigeria.”

Context of the Kaduna Train Attack

The March 28, 2022, attack on the Abuja-Kaduna train represents one of the most brazen acts of terrorism in Nigeria’s recent history, resulting in multiple deaths and the abduction of numerous passengers. The incident highlighted the persistent security challenges in the region and triggered a national outcry.

According to the DSS testimony, the terrorists themselves initiated contact with potential negotiators by asking victims to suggest names. The witness stated that among all those contacted, only Mamu indicated willingness to participate in negotiations. The defense’s narrative suggests Mamu was responding to a desperate situation rather than seeking personal gain.

Broader Implications for Crisis Negotiations

This case raises significant questions about the protocols and oversight of hostage negotiations in Nigeria. The allegations suggest potential vulnerabilities that could be exploited by both negotiators and terrorist groups, complicating already delicate situations.

The testimony about Mamu allegedly providing information to terrorists on how to create a website points to the evolving tactics of militant groups and the potential for digital platforms to be weaponized in kidnapping campaigns.

Justice Mohammed Umar has adjourned the matter until January 29, 2026, for continuation of the trial, ensuring this high-profile case will remain in the public eye for years to come.
