China has announced it stands ready to implement measures from its “plentiful” policy toolbox to prevent an economic slowdown in the second half of 2023, as the country faces what officials describe as a “very severe and complex situation.”

Growth Challenges Amid Global Uncertainty

While official data showed China’s economy grew by 5.2% in the second quarter, analysts warn that sluggish domestic consumption and global trade disruptions pose significant challenges. Retail sales growth in June fell far below expectations and showed marked weakness compared to May, indicating that current stimulus efforts have failed to significantly boost consumer spending.

Commerce Minister Wang Wentao acknowledged the difficult circumstances at a press briefing on Friday, stating: “We are still facing a very severe and complex situation. Global changes are unstable and uncertain. Some of our policies will provide some new responses according to the times and circumstances.”

Preparing New Consumption Stimulus

When questioned about China’s heavy reliance on exports, Wang hinted at forthcoming policies designed to “further stimulate the momentum of our consumption development.” He emphasized that despite current challenges, China’s economic fundamentals remain strong, with a consumer market that retains significant potential and resilience.

The minister highlighted successful Chinese brands like Pop Mart, whose Labubu monster dolls have become international fashion statements carried by celebrities including Rihanna and Dua Lipa. “We are also promoting new forms of consumption… for example Pop Mart, these kinds of new trends, new fashions and styles… the Labubu phenomenon has swept the world,” Wang noted.

US-China Trade Relations Remain Critical

Beijing continues its push to transition toward a growth model more dependent on domestic demand rather than traditional drivers like infrastructure investment, manufacturing, and exports. This shift has gained urgency amid ongoing trade tensions with the United States.

Wang addressed the complex US-China trade relationship, stating that despite “storms and rain,” the United States remains a vital trading partner. While the proportion of bilateral trade has declined for both nations, the overall volume has remained stable.

The commerce minister dismissed the possibility of economic decoupling, asserting that “the firm economic and popular basis for US-China cooperation makes artificial decoupling and severing supply chains impossible.” However, he acknowledged that inconsistent US policies have “severely impacted and disrupted normal trade cooperation between China and the United States.”

Looking Ahead

As China prepares additional economic measures, analysts will be watching for concrete policies to stimulate domestic consumption while maintaining export competitiveness. The government’s ability to navigate both domestic economic challenges and complex international trade relations will be crucial in determining China’s economic trajectory through 2023 and beyond.
